ICP

ICP is the Federal Authority for Identity, Citizenship, Customs and Port Security, the UAE body that issues the Emirates ID and is the issuer of record for residence permits. It was created by a 2021 decree that merged three federal authorities into one.

What ICP stands for

The full name, from ICP's own site, is the Federal Authority for Identity, Citizenship, Customs & Port Security; in Arabic الهيئة الاتحادية للهوية والجنسية والجمارك وأمن المنافذ. The letters are a shortening of the first three words. On older forms and pages you'll see ICA, the Federal Authority for Identity and Citizenship, the name it carried from a 2017 decree until the merger.

The merger is the part most explainers get vague about. ICP's Arabic overview page states that on 25 August 2021 Federal Decree-Law No. (14) of 2021 established the authority by combining the Federal Authority for Identity and Citizenship, the Federal Customs Authority, and the General Authority for Ports, Border and Free Zone Security. That paragraph exists only in the Arabic edition; ICP's English overview stops its own history at 2017. Press reports date the presidential announcement to 6 October 2021, which is a different event from the decree's issue date, and we haven't seen the gazette text to reconcile the two.

In practice, if a form, a fee receipt or a text message mentions ICP, it's about your Emirates ID or your residence permit.

What it does for a resident

Two things. It issues the Emirates ID, and it is the "Responsible Government Entity" named on its own residence-permit service page: "Notification of the residence issuance, followed by the issuance of the Emirates ID card." The two are one process. Anyone aged 15 or over "is required to complete the fingerprint and signature procedures through the Authority's service centers."

ICP's stated completion time is five days for a new card and two days for a residence permit. Applications need a UAE Pass login.

The channels, in ICP's words: "smart channels such as the website and the smart application UAEICP, as well as through Customer Happiness Centres and accredited typing offices." ICP's own FAQ names the app both "UAEICP" and "ICP UAE"; they're the same app. The digital copy of the card also lives in UAE Pass. Applications can be tracked at smartservices.icp.gov.ae by the application number, which starts with 010.

ICP against GDRFA Dubai

Here the primary sources don't agree with each other, so we quote both. ICP's FAQ, in the channel sentence above, continues: "Excluded from this are the General Directorates of Identity and Foreigners Affairs, as their role is limited to providing inquiry services only." GDRFA Dubai's own overview says it "specializes in providing ... Entry Permits and Residence Permits Services" and that it completes them "in record time". Both pages are live today.

The way it works on the ground: GDRFA Dubai runs the entry-permit and residence-visa desk for Dubai and its own Golden Visa service card, ICP runs the same desk for the other emirates and issues the Emirates ID for everyone, and for the Dubai property route the Land Department is the intake window, listing ICP as its delivery partner (under ICP's pre-2021 name, one more sign that government pages lag their own renamings). Since the April 2026 memorandum the property residency services are moving into GDRFA Dubai's system. What nobody has published is a sentence that draws the line between GDRFA and ICP cleanly. We report the practice and the two conflicting quotes, not a rule.

The five-year versus ten-year discrepancy

The federal portal u.ae carries a Golden Visa table sourced to ICP and stamped "Updated on: 28 Jul 2026". Its investor row reads: "10 years (public investments) / 5 years (real estate investments)". DLD's Golden Visa page describes the same AED 2 million route as "a 10-years renewable residence permit", and ICP's own FAQ says "The Golden Visa is valid for 10 years and is renewable", with no property exception. GDRFA Dubai's service card says ten years. Three government sources, two answers, and the five-year figure sits on the page most people find first.

We keep a dedicated page on this, five or ten years, with the texts side by side. The practical answer is that every issuing authority says ten; the five is a table nobody has corrected.

One more listing to keep separate: ICP's residence-permit page includes a category called "Resident - Property Owner" with an AED 1 million property figure. It is not the AED 2 million Golden Visa and it is not Dubai's two-year Taskeen visa. We haven't verified its terms, so we name it and leave it there.

Where a buyer meets ICP

Three points. Biometrics for the Emirates ID, at an ICP centre, once a residence permit is approved. The card's renewal, every one, two, five or ten years depending on the permit. And the Golden Visa eligibility check and dashboard on ICP's smart-services portal, which is where the federal application runs for anyone outside Dubai. In Dubai the property route starts at DLD or an Amer centre and ends with an ICP-issued card either way.
