GDRFA Dubai

GDRFA Dubai is the General Directorate of Identity and Foreigners Affairs - Dubai, the authority that issues residence permits in the emirate. Since April 2026 it has also been taking over the property-linked residency services that used to run through the Land Department.

What the letters stand for

The name on GDRFA's own site today is the General Directorate of Identity and Foreigners Affairs - Dubai, in Arabic الإدارة العامة للهوية وشؤون الأجانب دبي. The older name, the General Directorate of Residency and Foreigners Affairs, is where the R in the acronym comes from, and it still appears in the site's own boilerplate. Both mean the same body. The acronym on documents is sometimes GDRFAD.

Its job is the immigration side of living in Dubai: entry permits, residence visas, their renewal and cancellation. It is a Dubai government body. The federal authority is the ICP, the Federal Authority for Identity, Citizenship, Customs and Port Security, which issues the Emirates ID everywhere and describes itself as the issuer of record for residence permits nationwide. The usual summary, that GDRFA handles Dubai and ICP handles the other emirates, is repeated on every law-firm page in the country, and it matches how the offices behave, but we could not find one primary page that states it in a sentence, so we label it as commonly stated rather than quoted.

We also could not find the Dubai decree that established GDRFA. The legislation portal holds decrees that mention it as an existing body, none that creates it. Secondary sources trace it to the federal entry-and-residence law of 1973 and a 2009 renaming. Treat that history as reported.

What it does for a property buyer

The Golden Visa for property investors is a GDRFA service in Dubai, and its service card is the cleanest official statement of the rule. Duration: "The residence permit is valid for 10 years and can be extended if the same conditions are met." The property condition: "The applicant must own a property or a group of properties with a total value of no less than AED 2 million." Proof: "The property value must be certified by a property status statement certificate issued by the Dubai Land Department", with a valuation certificate from a DLD-licensed office accepted. Mortgages: "mortgaged property is acceptable, and includes all types of properties". And a condition most summaries skip: "It is required to place a lien on the property to ensure the continuity of ownership throughout the validity of the Golden Residency".

GDRFA's page says nothing about a "paid amount". The Land Department's page does, and contradicts itself on it; our AED 2 million rule page sets both texts side by side. On the GDRFA side the rule is total value, full stop.

The fee table on the same card: residence permit fee AED 1,100; knowledge dirham AED 10; innovation dirham AED 10; fee inside the country AED 500; delivery AED 20; and "the issuance fee increases by AED 100 annually whenever the residency is over two years." Expected completion time: five days. The real-estate route asks for two documents, a passport copy and proof of ownership at or above AED 2,000,000, and names five accredited centres for it: Al Tarash, Gulf Vision, Golden Cube, Al Yalayis and AGS H.

The April 2026 handover from DLD

On 11 April 2026 GDRFA and the Dubai Land Department signed a memorandum of understanding. The Government of Dubai Media Office release says it "seeks to enhance collaboration and coordination between the two parties through the transfer and integration of three key real estate residency services, namely the Golden Residency, the Retiree Residency, and the Property Residency, into the GDRFA Dubai system." The signatories were Lieutenant General Mohammed Ahmed Al Marri for GDRFA and Omar Hamad Bu Shehab for DLD.

The stated aim is "a unified and seamless experience through a single channel". The release gives no go-live date and no processing-time target. Industry newsletters put the go-live at 16 April 2026 and describe DLD ownership data feeding GDRFA's system directly; that is reported, not in the primary text. In practice the property visa that DLD calls Taskeen and the property Golden Visa both now land with GDRFA, with DLD certifying the property.

Where you actually go

Mostly not to GDRFA. Day-to-day applications run through Amer centres, which GDRFA describes as outlets "dedicated to investors who want to open an 'Amer Center' that provides GDRFA services", meaning privately run, licensed franchises rather than government branches. GDRFA's own steps for a Golden Visa at one: "Visit the nearest Amer Service centres. Get the automated turn ticket and wait. Submitting the application that fulfils all conditions and documents (if any) to the customer service employee. Pay the service fee (if any)." Counts of how many centres exist circulate on the operators' marketing site; GDRFA publishes none.

On the app: GDRFA's homepage buttons for "the app" link to DubaiNow, the city-wide services app, not a separately branded GDRFA app. Its web portal at smart.gdrfad.gov.ae identifies itself internally as "Smart Channels Portal Services". Guides that talk about "the GDRFA Smart App" are describing one of those two.

The 180-day rule

The one line on the GDRFA card that matters most to an owner who lives abroad: "Golden Residence Permit holders are exempt from the 180-day residency law, as the residency is considered void only if it expires outside the country." The federal portal says the same in different words. That exemption is the reason many buyers choose the AED 2 million route over the two-year Taskeen visa, for which the exemption is unresolved.
