Amer centres

Amer centres are the privately run, GDRFA-licensed counters where most Dubai visa and residency paperwork is actually filed. GDRFA Dubai's own locator lists 85 of them. They are not government branches, they do not take Emirates ID biometrics, and the fee you pay at the counter is not published by GDRFA.

What an Amer centre is

GDRFA Dubai's own description, from a 2020 notice still live on its site: "Amer centres across the emirates of Dubai considered the approved-model for services centres in Dubai that allows residents to complete all visa and residency transactions under a single roof." The business model is on the page where GDRFA invites people to open one: the service "is dedicated to investors who want to open an 'Amer Center' that provides GDRFA services once the investor has fulfilled all the requirements of GDRFA", and the investor "must pay all amounts prescribed by the owners of AMER Model Centers ... without requesting for any facilitation or installment of the amounts."

So an Amer centre is a franchise: private capital, GDRFA's standards, GDRFA's systems. The counter staff are the operator's, the decision on your visa is GDRFA's. Whether "Amer" is an acronym or simply the Arabic word, GDRFA never says; the word means "flourishing", but that etymology is ours, not the government's.

What you can do there

The same 2020 notice lists the work: "issuing entry permits, issuing or renewing residency visas, visa cancellation, changing the residence to a new passport, short and long visit visa, extending the validity of visa on arrival, along with the Establishment services and other related services." On GDRFA's individual service cards "AMER Center" is a named channel with the same four steps each time: "Head to one of AMER service centres. Select the required service at the receptionist. Submit the required documents to the service employee. Pay the fees due for the service."

The property Golden Visa is on that list. GDRFA's investor Golden Residence card gives the Amer route explicitly: "Visit the nearest Amer Service centres. Get the automated turn ticket and wait. Submitting the application that fulfils all conditions and documents (if any) to the customer service employee. Pay the service fee (if any)." What an Amer centre does not do is the Emirates ID biometrics. That is the federal authority's, ICP's, and happens at its own centres. The two functions are separate even when they share a building: the Smart Salem facility in DIFC, opened in 2022, houses "an Emirates ID biometrics office and an Amer support office" as two distinct offices.

Where they are

GDRFA's locator page, read on 26 September 2026, lists Amer Centers (85), Customer Service Centers (9) and Partner Service Centers (7), each by trading name and district. Two sit in Jumeirah; there is no stand-alone Amer centre listed in DIFC, only the support office inside Smart Salem. Opening hours are not published as numbers. GDRFA's service cards say only that the service "is available during the normal operating hours of AMER Centers". GDRFA's own Amer contact channel is the toll-free number 8005111, +971 4 313 9999 from abroad, and [email protected].

What it costs

GDRFA publishes the government fee per transaction on each service card. A private-sector residence permit, for instance: "Residence permit fee: AED200 ... Knowledge Dirham: AED10 / Innovation Dirham: AED10 / Fee inside the country: AED500 / Delivery: AED20", and "the issuance fee increases by AED100 annually whenever the residency is over two years." A visa cancellation: "Cancellation fee: AED50" plus the two AED 10 dirhams. An urgent amendment of residence data: "Urgent service fee AED 100".

What GDRFA does not publish is a centre fee. The franchise page leaves commercial terms to the operators, and no GDRFA page states what a counter may add for typing and handling. Operator websites quote ranges; we don't repeat them as if they were government numbers. Ask the receptionist for the split between government fee and centre fee before the transaction is keyed in.

Amer against the other counters

Three networks share the same customers and get mixed up. Amer is GDRFA Dubai's: entry permits and residence visas for Dubai. ICP's Customer Happiness Centres are federal: Emirates ID, and residency for the other emirates; ICP runs a page of that name on icp.gov.ae, and GDRFA runs a page of the same name on its own site for its nine service centres, which is a naming collision rather than the same thing. Tasheel is the labour ministry's network for work-permit transactions; that description comes from comparison sites rather than from a single official page, so treat it as commonly stated.

Online, the picture is also cluttered. Several private businesses trade as amer247, amercenter, amercentre and similar; none of them is on GDRFA's domain, and one describes itself as "semi-government", which is its own claim. GDRFA's confirmed digital channels are its website, the "GDRFA-Dubai" smart application named on its service cards, and the Amer phone, chat and email lines above. The homepage's app buttons currently resolve to the city-wide DubaiNow app.

The April 2026 change

On 11 April 2026 GDRFA and the Dubai Land Department signed a memorandum transferring "the Golden Residency, the Retiree Residency, and the Property Residency" into "the GDRFA Dubai system". The release does not mention Amer centres, so whether those three property-linked visas are now filed at Amer counters, or only through GDRFA's own channels, is not something the primary text settles. The Golden Residence service card's Amer steps, quoted above, are the current official position.
